Coop-NATCCO Gains Second Seat in Congress
Coop-NATCCO President Cresente C. Paez was one of twenty five new party-list representatives who took their oath of office before House Speaker Prospero Nograles during the session of the House of Representatives on April 28, 2009.
In a ruling promulgated by the Supreme Court on April 21, 2009, the number of party-list seats in the House of Representatives was increased to fifty five.
This is not the first time that Rep. Paez has represented the cooperative sector in Congress. In 1998, Coop-NATCCO participated in the first ever party-list elections in the country, and won. Rep. Paez was Coop-NATCCO’s Representative in the 11th Congress, from 1998 to 2001.
Coop-NATCCO Holds National Directorate Meeting
The Coop-NATCCO Party-List held its first national directorate meeting for the year on February 22, 2009 at the NATCCO Hostel in Quezon City. The meeting was attended by the party’s officers and directors, area coordinators, and some observers from NATCCO and the primary coops.
The Coop-NATCCO national directorate is the highest planning and coordinating body of the party.
Mr. Cresente C. Paez, Coop-NATCCO’s president, opened the meeting with a welcome address. He gave recognition to the contributions that the late Rep. Guillermo P. Cua made to the party and the coop sector. He said NATCCO’s newest conference room and Café would be named after Rep. Cua.
In a meeting with farmers and representatives of the Catholic Bishops’ Conference of the Philippines (CBCP) on April 2, 2009, House Speaker Prospero Nograles gave assurance that the CARP Extension Bill will be approved before Congress’ second regular session ends on June 6, 2009.
Speaker Nograles expressed confidence that there will be enough votes for the passage of House Bill No. 4077.
HB 4077 extends the acquisition and distribution of all agricultural lands for a period of five years from 2008 up to 2013 and provides for an appropriation of One Hundred Billion Pesos to fund the requirements of CARP under the extension. The bill also provides for the creation of a Congressional Oversight Committee that will review and monitor implementation of the program.
New Co-op Code makes cooperatives more efficient but more accountable to members – Ping-ay
QUEZON CITY – “The 2008 Cooperative Code gives cooperatives more options but also makes their leaders more accountable,” Coop-Natcco Partylist Rep. Jose R. Ping-ay told more than sixty cooperative leaders at a forum here recently.
“We cannot afford to be complacent and remain the way we were. The global trend is forcing us to change,” he added. Ping-ay said there should be lesser but bigger cooperatives, hinting at mergers and consolidations. He also suggested a shift from multi-purpose cooperatives providing mere services to their members, to adopting – and then actually engaging – in business. “To do this, co-ops need to operate beyond territorial turfs and go into borderless operations,” he said.
Article 9 of the Code allows a cooperative to form a subsidiary that will engage in an allied business.
Ping-ay, who is from Ilocos Sur, also condemned the increasing number of cooperatives that have mushroomed: “What the sector needs is quality, not quantity.”

Rep. Jose R. Ping-ay on ABS-CBN’s “Probe”
