What is the PDAF? PDF Print E-mail

 

All members of Congress, Congressmen and Senators alike, are provided with congressional allocations for projects in their respective congressional districts or constituencies.

The Priority Development Fund (PDAF), formerly called Countrywide Development Fund (CDF), represents Congress’ constitutional exercise of “the power of the purse” (as affirmed in the 1994 Supreme Court decision in the case of Philconsa vs. Enriquez and again, in the Sarmiento et. al. vs The Treasurer of the Philippines case seven years later).

The authority of members of Congress with respect to the PDAF is limited to the identification of projects and designation of beneficiaries subject to a specific menu (please see Annex 1). The implementation of projects is undertaken by the appropriate government agency after an open public bidding. The CDF/PDAF has been included in the annual General Appropriations Act since 1990.

All congressional districts are entitled to “soft” and “hard” (infrastructure) projects in equal amounts per district, to be identified by the district Representative concerned. Sectoral constituencies have the same entitlements through the party-list Representative. Likewise, the national constituency of Senators has allocations to be identified by the respective Senators.

“Soft” projects refer to non-infrastructure projects like scholarship programs, medical assistance to indigent patients in government hospitals, livelihood support programs, the purchase of IT equipment and financial assistance to local governments (LGUs) for the latter’s priority projects and programs.

“Hard” projects are relatively small infrastructure projects that include roads, footbridges, pathways, multipurpose buildings, school buildings, potable water systems, flood control, drainage systems, irrigation facilities, and electrification projects. These projects are reflected in the General Appropriations Act under individual district allocations and under the DPWH locally funded nationwide lump sum appropriations.

 

Coop-NATCCO PDAF Support to Projects

Coop-NATCCO has adopted a policy whereby party coop chapters are given the privilege to identify projects in their area of responsibility based on their financial contribution to the party and the number of votes generated in their area of responsibility in the last election.

During the period July 1, 2007 – June 30, 2008, Coop-NATCCO assisted 73 coops and 8 LGUs with infrastructure projects worth P55 Million from the PDAF allocation of Cong. Guillermo P. Cua.
