Coop-NATCCO’s Platform of Government
The Coop-NATCCO Party-List’s platform of government is founded on the concept of democratic governance. Coop-NATCCO believes that democratic governance is essential to the attainment of a just and enduring society. Democratic governance means:
Economic Democratization
Coop-NATCCO seeks the just and equitable distribution of economic power through the Filipino’s broader participation in the control and ownership of the nation’s productive assets. Towards this end, Coop-NATCCO will work for:
- The promotion and development of member-owned and member-controlled cooperatives.
- The full and accelerated implementation of the Comprehensive Agrarian Reform Program (CARP) and sustainable development, including:
- the elimination of all forms of illegal land use conversions; and
- increased investments in rural infrastructure and the modernization of agriculture.
- The enforcement of labor and related laws that ensure the protection of the rights and welfare of workers, and the promotion of employee stock ownership schemes.
- The implementation of policies supportive of an environment that is conducive to the growth of small and locally-based businesses and industries.
Political Democratization
Hand in hand with the promotion of economic equity and justice, Coop-NATCCO will work for political democratization as a means to the fuller participation of Filipinos in the decision-making process and the country’s development. Political democratization will be brought about through:
- Electoral reform that will allow a more equitable representation of every social class and every sectoral interest in government, such as:
- the increase of party-list representatives from 20 to 50 percent of the congressional seats; and
- the extension of the party-list system to provincial and municipal level elections.
- The development of an electorate that is knowledgeable and willing to intelligently exercise their rights and responsibilities under the electoral process.
- The building and maintenance of genuine and lasting peace within the country.
- The promotion and advancement of every Filipino’s rights as embodied in the Bill of Rights of the 1987 Philippine Constitution and the U. N. Declaration of Human Rights, with special emphasis on women, children, indigenous peoples, persons with disabilities, and other marginalized sectors.
- The strengthening of barangay-based socio-political structures.
Cultural Revaluation
Coop-NATCCO seeks to redirect the Filipino’s view of success from one that is material-oriented to one that is people-oriented. This will be brought about through:
- The promotion and strengthening of family-oriented values, including shared parenting and violence-free family relations, and the promotion of flexible forms of employment that support shared parenting.
- The strengthening of the education system as an instrument of development.
- The fostering and strengthening of patriotic fervor and pride in being Filipino.
Sustainable Development
Coop-NATCCO adheres to the idea that development must meet the needs of the present without compromising the ability of future generations to meet their own needs. Coop-NATCCO affirms that human beings are the central concern of development, entitled to a productive life without destroying the environment as a consequence of economic growth. Environmental protection is an integral part of the development process – a collective endeavor among various stakeholders: the people, the government and private business. The party will pursue balanced development through:
- Better resources and environmental management where an enlightened natural resources policy framework is put in place, such as the strict enforcement of the Environmental Impact Assessment (EIA) requirement.
- The restructuring of the economy to conform to an alternative growth process that will take into consideration the restoration and/or protection and preservation of the environment.
